Most of the time I don't play rematch games when the other player is blatantly stupid like continue to play after beaing a Queen down or two pieces down with no counterplay whatsoever. People that don't know when to resign, don't deserve a re-match!
What does mean, when a player refuse to rematch ?
In bullet chess it's very common for a player to want a rematch. I like to rematch when I lose to someone but I felt like I made a terrible blunder or just gave the game away in a won position. It's just kind of like wanting to prove to myself (and my opponent) that I can play better than that. But, I understand if they don't accept, it's not a big deal. I rarely give a rematch myself.
I admit I am always a little annoyed when I lost to someone and they want a rematch ... especially someone who is a lot higher rated than me. Is it not enough that they beat me, do they want to beat me 10 times in a row before they are happy?
When I play rated games (very rarely) I often refuse a rematch, either the game is a win or a lose. But when I play unrated games, I try to play at least 2 games, never odd number of games (if possible). Most of the time I'm waiting for a rematch, I offer them just 10 or 20 seconds after the game.

If the game has resulted in a ''draw'' however then politeness suggests you should agree to a rematch.
It didnt neans anything. When the people dont want to play they will refuse to rematch. But every men are not like that. Some one feel angry with the oponent and he will refuse to rematch with his oponent. So all the players are not same.
I always rematch when I lose to someone near my rating. But that's just me.

Another possibility: Some people want to look up their game, update their repertoire and analyze mistakes IMMEDIATELY after the game while their thoughts are still fresh.

I almost never offer rematches. On the rare occasions when I do , it's usually rejected.
There are times you know a rematch is coming. If you beat a player quite a bit bigger than you, they tend to want another game. Somehow I feel honor bound. Sometimes you fall into a nice conversation, which normally leads to a rematch. Interesting games will get a rematch as well.
I neither offer nor accept rematches with the 106% of players whom I suspect of cheating, the 187% of players who serve up garbage, and the uncountable players who require more than four moves to checkmate with two queens. Rematches offers from anyone who diables chat, or who chats during a three minute game are routinely ignored.
With all the rest, I almost never offer, but usually accept rematches.
I am always accepting rematch unless I have to hurry somewhere. but I don't think it is personal if someone declines a rematch. I will only ask for a rematch if I lose.
