What ELO in bullet do players stop playing dumb moves just to run out the clock?

It took me forever to hit 200 and I’m still getting beat by players just running their king all over the place and playing dumb moves like saccing their queens and rooks just to run out the clock. I have had so many matches that the evaluation ended with an M in it but I didn’t have the time to complete the mate and they win. What level ELO do you have to achieve to stop seeing this behavior and compete against players who play reasonable moves rather than just sacking pieces because no player would anticipate such a nonsensical move. I thought above 200 this would go away but between 200 and 250 I’m feel like I’m seeing it even more than sub 200. If this is just how bullet is, and that is part of the strategy, it might not be my game and that’s fine. Just wondering if I should cut my losses and stop putting time into now, or if it’s worth sticking it out and eventually it gets better.
