Pretty sure 100 is the lowest rating here.
ELO is a closed system at the bottom- with 100 established as a starting point. It is the lowest possible. The upper end is an open system- ELO will inflate ratings with no limit under certain conditions-as being seen at present.

if u get 100 rating chess.com sends u a reccommendation to play poker instead
rating 100 is good as there are many ways to easily improve. 
We all were at that level at one time.

Yeah, I remember one time where I was stuck at 100 for over 15 games or so.

I recall being at the rating of 100.
