Sorry, not sure what I did to my original reply, but in case anyone else is looking for the same answer, I'll repost.

Chess.com answers the question here:

https://support.chess.com/customer/portal/articles/1444922-fair-play-policy

They say:

  • We do not and cannot "restore" other users' ratings to what they would be in an alternate dimension where the Fair Play abuser never existed! Don't worry - just keep playing! You'll get better for it!).

That FAQ has since been amended, since Chess.com added the ability to restore ratings points for games lost against accounts closed for Fair Play violations several months ago.

It's not a good idea - violation of policy actually - to mention other players by name in the forums, no matter what you think they may have done. Names should be kept between you and chess.com. If you are certain someone cheated, you can report them by going to their page and at the top there is a white circle that has an exclamation point in it. It will say "Report this user" or something like that. That will take you through the process.

Careful though, cheating isn't actually as common as some people think, and if someone just keeps filing non-credible reports, I don't know the behind the scenes,, but there may be a chance they would just tune you out. But either way, as to mentioning names here, you're better off not.
