Without pawns it is equal, e.g. this is a draw

With pawns Q + B + N > Q + R. The reason is that Q + B + N can attack a pawn 3 times, while Q + R can defend it only twice. That only holds if some pawn of Q + R is on a square of the same color as that of the bishop.
