Lowest possible **FIDE** rating=1000
Considering I am going down and down and plateaued, I am somewhere around ~850 but considered unrated by FIDE. However, this is just an approximation anyway.
Which world are you living in. From March 2024, the bare minimum of FIDE rating is 1400. All players below 2000 were given a rating boost for making them all above 1400.
The formulas was:
[2000-(Your Rating)]*0.4 + Your Rating = New Rating

I try not to underestimate 1400 fide players because they can give me tough games. They never fall for my tricks and I usually end up winning just because they make passive moves a lot losing tempo
Chess.com has rated me as 1500+ here but I am trash at chess with near zero "understanding of the game"
Depends on how you define decent. Being able to win a pick up game against a random person walking down the street...300.
Decent means you can go to a generic chess club and stand a chance of winning a game or two...1200
1200-1400 chess.com blitz is decent, you will win most of your casual friends and strangers with ease.

At your rating you could probably walk in any direction for a day straight without seeing anyone better than you at chess
