The bigger the RD, the more the rating will change after games.
Playing often lowers RD. Inactivity causes RD to grow. New players start with a high RD.

Sure. When you first join the site your Glicko RD is real high and your rating bounces up and down like a gymnast on a trampoline. After a hundred or so games, the RD comes down and your rating moves up and down more like an old man snoozing in a hammock. That help?

It's like a multiplier to the rating change, making the rating change bigger.
The reasoning is that ratings of new players and inactive players are unreliable.
