What is the average USCF rating?

Does that seem low or high? Most people that will pay for a uscf membership are very into chess, but most people even the ones that are very into chess aren’t that high rated
I tried using the database from USCF. One issue The average rating was 1390... which sounds off, considering the amount of scholastic players. Is this correct, or is the database just wrong?
