how can white gain an advantage

whenever im in this situation i dont know what i should do to gain the advantage and i end up concentrating on how to have them make a mistake that i lose pace and begin defending instead of attacking

Try to open up the center with d4, aiming for d5 or Bb5.  If, after d4, exd4, then Nxd4, followed by Nxc6 or Bc4 and O-O.  If you don't like d4, then try Be3 or Bg5.  You also have Be2 and O-O

it is not white that has the advantage, rather the tactic being played, you can memic someones moves all you want but all you are doing is mirroring that person rather than building a position for yourself.  So it could go either way.  That is my thoughts, but i'm just a novice.

If black is copying your moves as white, play the mainline Petroff! 1. e4 e5 2. Nf3 Nf6 3. Nxe5, and if black plays 3. ... Nxe4, then 4. Qe2!

I like blocking his biship  with h3 and then pinning his knight with bishop to g5

Try to put your bishops in good spots, maybe b3 and the bring the other one out, then maybe castle. Just improve your position, try not to change anything that doesn't give you an advantage. But also take advantage of your opponents minor mistakes and try to see what he is trying to do and prevent it.  You always want to try to double his pawns and try to put his pieces in bad positions where they can't do much.

instead of d3, tou might want to try an italian game with bc4, c3, and d3 aiming for d4.
