1. Get your butt kicked a lot

2. Study your butt kickings a lot

3. Tactics

4. Tactics

5. More Tactics

Tactics training

Patience

Commitment to a formulaic approach, much as if you were training for a sport

More tactics training

First of all, you should get a OTB coach that can help you, and if you have money, buy Chessbase 11.

Tactics will help you, but its not the only thing you need. Endgame is very important to for you. You need to understand the basic endgame stuff, and for that, i would suggest you buy and study Fundamental Chess Endings.

Playing chess for just 3 weeks and already at the 1700s? You might have found the right path already!
