I've heard a lot of chess players hold this view. Even my local chess club only properly recognises FM/WFM or better. If you're a CM/WCM, you have to pay the full entry fee into every OTB tournament. But if you're FM/WFM or better, all your entry fees are free.

Some titles are gained for winning specific tournaments. There are CM-s and maybe FM-s that are below 2200 and 2300 respectfully because they've won some youth tournament.
I was just talking about regular points required for titles. WIM should have at least 2 200 Elo to get the title (not counting special cases where you get a title for some tournament win).
For instance, women world champion gets GM (not WGM) title automatically if she doesn't have one already. Same goes for senior and junior world champion.
