I think rook and king are easily out of considerations as rooks are practically of no use in opening and mid game. You can even sometimes trade it with a strong bishop. King also does not move a lot It has a role in endgame only. They probably move 10 times each in 75 move game. Knights are developed early and they are given a certain position to control areas in the board. They normally get traded. They will probnably move 12 times in a 75 move game. The bishop is usually kept on a diagonal to control some other area. They move to and fro to
defend and attack. They probably move 15 times in a 75 move game. A queen moves all across the board for all sorts of purposes. They are re - maneuvered a lot. It probably moves 15-16 times. There are 8 pawns and at an average, each pawn moves 2-3 times a game. That is 16-18 times. Therefore, I would say pawns move the most.

Pawns get moved a lot, but there is an upper limit. It's impossible to move pawns more than 48 times in a game. Knights and bishops get moved a lot too, but they are often traded. Rooks are pretty common in endgames, and have the potential to get moved a lot.
So if it's an average game, and its just which piece is likely to be moved the most in a game, probably pawn. But if it's which piece CAN be moved the most in an average game, probably rooks.

Because rooks are very common in endgames. So they get moved a lot. Most pawns end up getting traded. It just depends on what he meant by the question.
The answer, for most games, is probably pawns. But since there is a limit to how many pawn moves can be made it seems like there are many long games where a different piece would be moved more. Probably the rook.

Just for fun I watched a game a couple minutes ago. Between a GM and FM. The GM won. It was 60 moves and his pawns moved a total of 12 times, as most got traded early. The knights surprisingly only made 5 moves total, got traded. The queen didn't even move until move 18. And the rooks were moved the most. By far. 24 times. Twice as much as the pawns.
