What is the the best move for black after white moves pawn to b2-b3 or g2-g3 to develop the bishop?

Just develop normally and put pawns in the center. Just play e4 then d4 and then develop your knights and bishops and you could also throw out the c pawn or f pawn. I’ve never studied b3 or g6 because it’s so easy to take the center and crush them at our level. All of which is very intuitive and easy to play.
