Not sure if this is a "contact support" question but at what level can you start smurfing. Not as in stealing rating points but as in the kind where only the smurfs rating is affected and elo is refunded. I'm assuming it is at titled player level but I want to confirm if it is or not.
TL;DR At what level can you do "Authorized" smurfing/speedruning?
