I think it's the "developing my kingside will be awkward" move.

It's a bad opening for white.
Based on the move 2.Qf3, I'd assume, 3.d3 is just a total 'guess move' by white.
I can't seem to find any 'popular' tried and true openings for white, that start with, 2.Qf3
More likely someone screwing around in bullet.
Looks like a kings gambit declined
