I totally agree with you. Being good is only about getting better-Its all up to you! When you reach a goal, why stop there?

Ratings are just a figment of your imagination of how good your are.
Everything is relative..... to answer the OP's question: I declare anyone above 1300 as GOOD! Relative to the world population which includes everyone who's played at least one game of chess in the past year.
The difference between half-assed decent and terrible is huge in chess.

Agreed. The question is really what percentage of the WORLD POPULATION isn't "good" at chess? I'd venture 1200-1300 rating is better than 80% of the world. Most people don't know how to play and most that do don't know anything other than how pieces move.

It used to be that 1800 was the benchmark to being a "good" player. However,1600 ,1700, is quite respectable.

being 1600 is better than like 99% of the world population and in the top 20% of all chess players that have gone to a tournament.
