I have never heard the term "flagger". Don't people "flag" themselves? How would you force your opponent to run out of time? I'm just curious; I don't play bullet or blitz so I don't know.

I'm of the opinion that they should be celebrated, not shunned.

Ok. Given that "you start by realizing that the imposed time limit... " I think that pretty much lays out all I need to know. There is an imposed time limit. Someone wants to play chess quickly but wants more time than their opponent to analyze the situation. Right? That sounds like you want to cheat but the clock won't allow it so then you accuse your opponnet of being a "flagger". Got it.

Exactly. I only play bullet for fun when I'm bored.

At the beginning of a game, you agree to give so much time to your opponents. How they use that time is up to them. Yes, it can be frustrating losing a game like that (I've lost completely won games because of the clock), but you're in control of your own clock, and the opponent has every right to play that way if they wish. Personally, I prefer resigning in those positions, but the players have that choice.
