What shall I do??

I am 14 years old and have been playing chess for about two years. Played in about 30-40 OTB tournaments, about 10-15 of which were FIDE rated. I have a FIDE Rating of 1495 (which I consider to be lower than my game...).

When I started playing on chess.com, I earlier had 2000+ rapid and it was not hard for me to beat 1900-2000. But suddenly I had a great downfall and I came all the way down to 1750. I am in Ninth Standard, and can't get more than 2-3 hours per day for chess. It feels much harder to climb back to atleast 2000. Often I am tired, and so I cannot give my 100% as well. Also, I experienced a thing which I would like to share:

1750s play better than 1800s

1950s play better than 2000s

May be this is because of the determination to cross certain rating. By the way, please give me some tips so that I don't feel my 250 points as a burden to regain.

Since you only have 2-3 hours per day, focus on improving your thinking process rather than the number of games you play. Make sure you analyze your games (both wins and losses) to identify recurring mistakes and weaknesses.
