On another site my bullet is 2000 and my peak rating in rapid is 2200 and i am 9 i would say 2000 for a good local player over there

(Crackle crunch) Whatever your age/rating is what is should be. Accept it and work to improve it (crunch crackle). This is the only way (crackle)
I am younger than you and my rating in ultra bullet is 1600 so at least get 2000 rating in bullet
When I was 13 I probably had around 1400 blitz rating on this site.
Now I'm 26 and got 1900 blitz rating.
1200 should be good in local games, but don't stop there
