Don't look at your age rather when you started chess for example for me it took me 2 months to reach 1000 elo
Your rating should match your age. I'm at 6500. You sure you're 13? That's a heck of a moniker for one so young.

To become a good local player, you should focus on continuous improvement rather than fixating on a specific rating. The most important thing is to enjoy the process of learning and playing chess. As you progress and gain experience, your rating will naturally reflect your improving skills.

im 13 and 1900 rapid online i just started playing chess is that rating good? and fellow indians could u suggest some otb tournaments
That's pretty good. It's around the level of some of my friends who have been playing for a year
