I'm confused. Which side is to play?

They would figure out who goes first before analyzing the position.  I assume white. 

 

I initially thought Bxe5, then changed my mind to h5.  Stockfish also has a4 and Qe2.  I wouldn't have done a4 because I am not bright enough to make it work.

I'm pretty sure Bxe5 with Kf4 wins a piece, maybe you entered the position incorrectly.
