@OP: the location and the people would be my top two concerns followed closely by date and time. all pretty practical obviously, but those would be the factors i'd base my decision on attending or not.
more specifically: must be somewhat close by; must have at least some nice people involved; must be on a date and at a time i'm willing to go (i'd probably lean towards a sunday early afternoon sort of thing, but i may be willing to attend in the evening during the week as well depending).
I would love to play chess in a pub. With a few pints and a bit of banter I think it would be great craic.
I saw a video once of a group of guys playing blitz chess this way. There were 8 or 10 of them playing and drinking and slagging each other.
Looked like great fun, especially as they got more and more drunk!
I played chess this way in Germany and it was great fun ! The loser would buy a beer for the winner, and usually one for himself as well. Before long everyone was drunk, having a good time and playing blitz ! We were in a cafe/bar type atmosphere and as long as we were spending money the people running the place didnt mind at all. In fact, they had all the necessary chess stuff ( including clocks ! ) on the premisis but many players would bring their own equipment anyway.
Seriously, I've done this... getting the chess players to come is a minor problem, they'll come. Getting the cafe owner to be okay with it once he/she realizes that the chess players are a bunch of no-tipping, nursing one coffee for four hours, broke smelly uncool tightwads is another story.

I would seriously come if i was like 2100 rated and the top 3 there..
I hate going to my club cause every1 is so strong and joining tournaments there sucks ass cause your guarenteed not to get far, (1.5/5 in a tournament is the norm for me)
