What's the purpose of the "Good Sport" thumbs up or down?

So many poor loser that are defeated and refuse to resign, instead not making a move and letting time finally elapse.  This happens no matter how much time they have let. 

What's the purpose of the question whether they were a good or poor sport?  Does it actually do something if someone gets enough thumbs downs?

Yes. They will be more likely to be paired with other bad sports. If you believe someone acts poorly though, it's best to report and block

Also someone could put a thumbs down just because he’s mad that he lost so I don’t think chess.com should really consider it

In the world of statistics, thumbs down for just losing are going ti be evenly distributed in large samples. They will expect every player ti get a certain number of them so a few don’t matter.

What they will be looking for are outlying cases where individuals have far more than one would expect by random chance.
