When to advance the famous f pawn

Hi guys...

I have played some games at a good chess lvl and I believe now is the time to start questioning some basic principles...

So here goes: at what point of the game is it safe/wise/recommended to advance the f pawn? Is there anything in the game that screams for the move or it is something slightly obscure that requires some experience and analysis?
