Tuvalu has the lowest population in the world besides Vatican City, but lots of people who aren't from Vatican City say they are. If we're going by strict players on chess.com, then maybe Tuvalu. Another thing could be if we count territories. There are very, very few people from Sint Maarten.

Do you mean genuine people from a country, or people registered as from a country? I am not sure there is a country obscure enough to avoid at least one false registration!
