I like the Scotch game

Both opening are a draw with best play. Neither is better no matter how strong you are.

Ruy Lopez, I think. But it is ultimately whatever suits your playstyle.

I would recommend Ruy Lopez at higher levels. 

Yup because Scotch game would be more interesting opening to play with and also if we would play scotch gambit  we would be the attacker which would be more interesting
