Which titled player has the lowest chess.com rating?

I think it's better to use their highest rating. So I'd classify that CM as being rated 1936 bullet.
Like if you look at the game she lost most recently at daily, she had an equal endgame against a 1900+ rated opponent and just resigned for some reason, presumably because the game was taking too long and she just got bored. So it's not really fair to say that her true rating is 1699.
But to answer your question: I beat an FM a few weeks ago that was around 1900 blitz. And I think there are some WCM's and WFM's that are below 1800 rating on this site, as their top rating.

How did she hit her peak blitz rating of 2289 less than a year ago, and now she's down to 1091 blitz?
I know that people get rusty as they age, but dropping 1000+ points in under a year isn't normal.
Like look at this game. A Woman Grandmaster rated less than 600 at blitz? Resigning on move 6 in a 10 minute game? I don't believe it.

A typical sandbagger, I would say. Her account has been inactive for some time, so she might have been banned.
Or someone else might be using her account, like her kids for example, but that is still something chess.com does not approve of, as far as I'm aware.

i found a indisputed super GM rated 128
I know this sounds insane but it's true
his name was evinkeensteer18754.I never thought i would find a GM with a really low rating.But it happened,lol.
I played quite often with a GM of blitz rating around 2100. This is a weakest GM I faced in my life (even CMs have much better ratings).

Maybe she's just using blitz to try out opening lines, or maybe she's trying to learn to do simuls, or maybe <any number of other things>....

it's online rating so it doesnt mean anything to most of these players lol, but its still funny when you see some CMs rated 1600 while another CM is 2900. Really insane the difference of levels
Which titled player has the lowest chess.com rating?
By chess.com rating, I am referring to the chess.com rating (either bullet, blitz, rapid, or daily) in which the player has played the most games.
For instance, if a hypothetical titled player named "Player A" has:
A blitz rating of 2830 (8820 games played)
A bullet rating of 690 (11 games played)
A rapid rating of 2294 (174 games played)
A daily rating of 2567 (186 games played)
Since Player A played most of his games as blitz, only his blitz rating will be used for comparison.
Let's say that Player B (another hypothetical player) has the following ratings:
Blitz: 1837 (99 games played)
Bullet: 1739 (187 games played)
Rapid: 2003 (28 games played)
Daily: 1690 (1 game played)
Here, since Player B has played most of his games as bullet, his bullet rating will be used for comparison.
Now, we compare Player A's blitz rating of 2830 with Player B's bullet rating of 1739.
The lowest rating I have seen from a titled player is @ranu540 (Daily: 1699)
Has anyone seen anything lower?
