Yes, that's probably the artist. The whole painting is so full of symbolism that it would have been strange if he hadn't included himself somehow.
The camera he holds is highlighted. That kind of approach is a favourite contrivance for artists. It implants a hoax for a sense of realism into the painting, as if the artist says "I was there, I took a photo and made the picture! Bad thing Capablanca was in front of me with that hat, I couldn't watch the match. I'm angry with him "
