Without the OP coming back to clarify what s/he meant then giving Egypt satisfies the question as it is clearly an African country.
It would be fairly trivial to generate a list of the highest rated player in each country though, so if someone wants the answer for say sub-Saharan Africa, it is easy enough to get that information.
