Easy: Alexander Pichushkin, also known as The Chessboard Killer was a Russian serial killer. He is believed to have killed at least 48 people, and possibly as many as 60, between 1992 and 2006 in Moscow. Definitely the worst chess player. Bobby Fischer was not well liked, so second. But as far as we know he never murdered anyone literally—just over the board.

The best answer, in my humble opinion, is that there is no criteria to find it.
We can look at list of champions and say that the worse chess player in the world is not listed.
I also think that the worse is someone that don't like chess and do everything so that chess doesn't go ahead. This chess hater, as I call him/her, I hope never know.

Raymond Weinstein placed third in the 1960-61 US chess championship... Bobby Fischer placed first... and his play was described in the tournament report as evincing "a ruthless killer instinct".
Years later, when someone made a derogatory remark about his mother, Weinstein slit the man's throat with a razor.
Killer instinct, indeed. He ended up in a mental institution instead of prison.
