It's just really annoying because I practice for hours strait... and then I play somebody EVEN AT 100 LEVEL, I still lose, I'm starting to lean away from chess because it's just not fun anymore.

You need to figure out how to beat your opponents that also requires coming up with new strategies grinding for hours doesn't work but grinding for hours while trying new things and trying to focus on your weak points helps alot

You also probably resign too early just pretend the button doesn't exist and try tof igy back and win 100s are worse at winning than you think

You aren't.
There might be a few things going on;
1. You're new to the game;
2. You don't put enough time into the game (which is fine, but output will equal performance);
3. You aren't taking care of yourself (sleeping, eating, playing late, etc);
4. You're currently on a chess tilt;
5. You need to take a break.
6. You aren't learning from your mistakes. Review your games, analyze your mistakes, do puzzles, watch streamers to gain more insight as to how people make decisions in chess.
There are many more reasons, but these I find are the most common.
Best of luck,
