online rating is pretty much who has access to best books and databases and some skill while liverating is how good you actually are in the game of chess. after all chess is a practical game

So I've been wondering something for a while. I often see people around the forums that have like 2000+ ratings in online chess. The ratings in blitz are fairly high as well. However, I rarely see anyone 1800+ for Live Standard. So my question is, what exactly is going on and why are the ratings for blitz and online so high while standard is so low.
