I think it has to do with the relative new-ness of Live Chess -- the rating system hasn't had time to get inflated.
Well, there is an obvious difference between Live Chess and Online Chess.
In Online Chess, one has 1,3,5 or even 10 days to make one move. Whereas in Live chess, one only has a very limited time. I think it's safe to say that one's Live Chess rating would be closer to their actual OTB rating then their Online Chess rating would be.

Very true, my online chess rating is 400 points higher than my live chess rating(s), simply because I spend much more time thinking about each move. In live chess I am much more prone to making mistakes and/or failing to put together a decent attack.

actually, i've been making my moves almost instantly(or as fast as when I play live, right when I see the board) and am winning pretty easily at lower levels...I think the most logical explanation is it attracts the higher rated players so everyone is lower rated but better...possibly because its in beta
Blitz chess, and "live" chess, and timed games in general reward a different mindset than turn-based or correspondance chess. I could never beat my neighbor in an untimed game, but beat him easily at 5-minute blitz.
Truly, it's like apples and oranges. You can't compare one to the other because the game is totally different. It might still be chess, but people will often play openings in blitz that would never work in untimed games.
Some people have a higher rating in slow, others have a higher rating in blitz. I don't think anyone can make the generalization that one is superior to the other.

cheaters are concentrated in online chess than in live chess.
This is not a valid reason for 99.5% of people. Cheaters are rare and tend to be rated far above the mean. Moreover, if this were the case, honest players would have lower ratings in online chess, which isn't the case. It's not because of these scumbags, it's just that there is a different pool of players and a different type of chess.
That Tue I was play a 1400 in Online chess and he let me kill his Queen! But at live chess 1400 player rely hang there Queen .
Why is it that in turn-based chess here if someone has a 1200-1500 rating they barely know how to play, yet in live chess people with 1200+ are superior? Is this not strange? o_O
