To the OP. I don´t see the problem. If there are no tournaments for your rating range, make one!!
Everybody can organise a tournament and establish the rating range. And shurely you can participate in that tournament.

tournaments players (even the younger ones) are mostly over 1200 rated, so getting people even lower skilled than that will be hard in real life tournaments. also consider that players who compete OTB are more likely to study openings, do tactics and endgame puzzles, and be serious about improving at the game, which is why they have a higher level.
