why bullet is decisive in current championship format?

I recenyly watched "I'm not a GM" chess championship. And in the final Polina was versus Levy, she destroyed Levy in rapid and they got same scores in blitz..

But the last part was consisted of bullet 1+1. And Levy was alnost about to win it..

I find this pretty unfair. Bullet isn't even a fide category and what's the point of playing previous timecontrols? Since you can play tons of bullet in 45mins.. Bullet scores override any other categoriy results by its quantity..

So why not make it a just bullet tournament then? I watched Levy after the tournament, he was like 'I was about to make it..' and he was also a bit angry.. thing is; he didnt even deserve to advance that further, polina is way above levy.. she already won but whats with those attitudes of levy..

Bullet should be removed from championships OR 5 bullet wins should be equal 1 point or something.. It's un-fairly deceisive.. fide doesnt even recognize it as chess.
