You can leave / withdraw from tournaments at any time. If you leave in the middle of a game, you will lose that game. Otherwise, there will be no effect.
Arena tournaments are good for low rated players. They are matched by similar ratings so you would probably not have to play high rated players unless it was a very small tournament.
