Every player has the allotted and agreed amount of time to for each move in online chess. It is not for anyone else to judge how or why they are using it. They can move quickly or drag it out, that is their prerogative. Calm down and just play chess.
why do people stall when they are losing?

Mr OP , you complain that your opponent is taking a long time making his move while you are in a winning position..
I just checked your opponent's " losing position"..It includes a queen, 2 rooks, and a bunch of pawns..Looks more like murderer's row...with the right moves he can still make things difficult for you and launch a counter attack...if he knows how to.
This is a normal occurrence in long-duration games, in losing,even, or won position games..i don't play 14 days/move...but I do play 7 days and I usually move on the 3rd or 4 th day,just be patient..you stil have a lot of work before your game can be considered a " sure win" ..your opponent will move, he's just contemplating on the best one..lol

I'm not going to discuss what are his and your best moves,it's probably against the rules to discuss an ongoing game in the forums..your highly rated than me probably I see something different, you see something much better...
But if I were in his place, I'll try to get away and make the game continue with losing only a minor piece..lol
How fast did he move before you got into this position? You mentioned you messaged him to move, that probably pissed him off..I would also get pissed off if someone will chat to make me move after 1 day of my 7 days to move in a 7-day game...he's also probably being a prick and doing some extra curricular activities that prevents him from moving lol..

U r rit abt losing the minor piece. Lol even i would do that.
But i didnt discuss this in the forums,
He used to move minim 2 or 3 moves per day.

@HolyKing: in your answer to my post were you mentioning computer engines to support your claim that this position is winning. Later on did you withdraw that. Now do you tell that you have asked several high rated players about this position. Both are not allowed on chess.com.
If you really did this, then is his best reply to report you for asking advice about an ongoing game. If it is true that you have asked opinions to other players about this ongoing game, then I advise you to resign. Take the honourable way out.

I did ask my dad , whether i was winning. I asked my coach too. Both didnt give any moves forward.

It is your own decision and responsibility, but just read your own words carefully. You say that they tell you that the above mentioned exchange is his best reply. If that is not an advice, then I don't know. If a very high rated chess player would tell me that a certain move order I saw is the best continuation in the game, then would I know that I do not have to think any further. It would for sure serve as an advice to me.
I will believe you that you did not use computer engines and I will believe you that you do not intend to cheat asking advice of stronger players, I will point you to the policy not to talk about ongoing games and I still think that resigning this game is a honourable way out for you. If I would expect you to cheat willingly, then would I not bother posting here. I would not spend my time on you.

Another question i have is, chess.com allows use of databases and chess books etc in a game, most people say that chess engines work on databases too. Then isnt using databases and books an equally bad thing like using chess engines?

No one can help you. This page is just useless. The only way is never to accept such a game again, you don't have to play games like that. Play the way you like it.

I see using books as taking the opportunity to learn while playing. As long as you decide what to play and you are not copying moves. Your opponent can get out of your opening book. He can not get out of the grasp of your chess engine. That is a huge difference.
I make hardly use of opening books. In two recent games I am playing was I within four moves out of my opening book. That is ok. I will have to use my own brains. One game I messed up, the second one is still complex. Can go either way.

You will learn how to control your temper. Just let go and enjoy the circumstance that he has set. Don't let him rob you your joy of winning. Winning not only on the game itself but also the circumstance.
