Why do tournaments take so long time to finish?

Because there are always clowns like this guy, who like to waste everybody else's time. These guys always resign one move before the inevitable checkmate. There should be some system to prevent these idiots wasting everybody's time and keep hundreds of tournament players waiting for just one clown. This is from a five day/turn tournament.
