Why is available for the entire length of the game then? Also you don't need a fen string to do that; you can simply make moves manually and look up the database.

The question should be: why not?
I know what you're getting at - you can post the PGNs/FENs in discussion groups and engines easily. But the game notation is already there, and someone can easily create the PGN if they wanted to.
At the same time, there are probably many players who use this option legally, like to put it in an offline analysis board or something (where you can access the game w/o internet, and can actually save variations - not confident in chess.com's "save variations" option), and they appreciate the ease of access.

It is so that people can plug the position into their opening database.....I don't believe the button should be there.......for obvious reasons.

I would strongly advise you to wait until the game has finished before you show that piece of paper to anyone. By doing so you violating chess.coms fair play policy

^he's not objecting against finished games having the option - in live chess, you can't download the PGN until after the game is finished.
But refer to my above comment for why it's OK to have the pgn download button in daily games.

But then, what's the need for the button during the game?
it's hard to remember the exact position. you might print out the move before where the idea won't work. probably doable after the game though. better to do it while your there probably.

The absence of a FEN string/button doesn't make it any harder to create the position on your local system.
Looking up positions is not limited to the openings either.

i don't have a membership so the explorer only does three moves so i can't look up positions.
my position was quite complex so it's hard to remember.

That is your opinion. The rules of correspondence/Daily say otherwise. That is, one is able to use resources in ongoing games where the use of a FEN is allowed (or even just recreating it locally).

If this button didn't exist, players could just copy the moves in the record. create their own fen's, and use their copies to recreate the position on an analysis board (perfectly legal in Daily Chess). The button just makes it convenient.

the button makes it easier and quicker. no reason why it shouldn't be there.
