Why? Because people don't like losing.

Disconnections can happen if your opponent is playing on a mobile phone (cell phone) and the signal gets lost. So it might be unfair to report your opponent too readily.
Before u report go to his profile in the note u will find if he do it all the time
unstable signal, at my case for example
