Why does my opponent get increased time on 20 second bullet?

My opponent is getting time added as they play, is this a glitch?
i dont think a glitch would conveniently give time on a 20 second game
I was wondering if that was how the format was supposed to be. It seems odd to have a format arbitrarily give time. My latest game added time to my side as well.
If you try playing it I bet you would see what I mean

You were also playing 20 scc with a 1 second increment so the clocks would increase after moves.
maybe its server lag?
