I'm new to this but I agree with congratulating the winner and saying good game. Even if I don't win might as well learn something from it so good from both points of view.

As for the meaningless point, I suppose that comes down the question of whether you think manners/politeness in general society is meaningless. Is it also meaningless to say 'good game' when playing over the board?, although nearly all players say it when playing over the board. I'm just not sure why the same custom shouldn't be maintained online.

Well, if they've lost then they very well may be too annoyed with themselves or the opponent to do so. If they've won, they may be excited/inspired and already want to start a new game. At least that has been the way with me (bonus points for honesty? No? Ok.)
