Why don't I ever get any better?

I've been playing for about a year, I do puzzles, I study my games, I practice with bots, and I still hover at the same ELO that I was a year ago. ~1100.
Also, Indian players CHEAT. They use engines. Not for every move, not for every game. But I just played a cheater, PratekPatel something. I whoop him, then he rematches me and plays 98% accurately. 1000 rated player, 16 moves, not even a single inaccuracy.

Review your games. Look for 1 or 2 big mistakes. You can ignore most of the rest of it. Think about why you made those mistakes, and come up with a strategy to not make those same mistakes in future games.
After that play more games, review them, etc. Do that over and over and you'll improve.
People can change their flags it may have been and Indian flag at the time but then they changed it

I used to struggle against Indian players too. For me it helped to play as usual (when d5) or otherwise play Nc3 and then e4.
I am the worst chess com member because I wouldn’t report anyone even if they’re name was “Stockfish” and they played like Capablanca and their rating was 900.
I just don’t care. Watch me play your engine. Waste your time. Get a rating of 3000 and go play Nakamura, let him worry about it.

Most cheaters are kids. The little sociopaths wont learn unless they get banned

I thought I was really starting to improve my game, but it turned out that the winning streak was temporary, I've dropped close to 100 points over the past few days...I think immaculate slayer shook my self confidence when he demolished me.

++ Because you blunder pieces and pawns. Always check your intended move is no blunder before you play it. That little mental discipline alone is enough to get to 1500. Own your own mistakes. Do not seek lame excuses that you lost because your opponent must be cheating.
Play for the center. Learn to sacrifice material(pawns) for the initiative. Learn the activity of the pieces. Figure out what kind of pawn structures generally arise in your games and figure out what the are best piece placements for that pawn structure.
He must have cheated because he knew to play h3 against stafford gambit and you hung your queen?
