Why FIDE World Cup doesn't affect Elo points for the prticipants?

Magnus Carlsen has won his every game by far and his Elo is unchanged at 2847. Why? It is over the board event. I figured online events don't affect ELO standings, but why FIDE World Cup doesn't seem to affect FIDE ELO standings?

Ratings aren't updated after every game. I think FIDE ratings are published monthly.

Ah. That could explain it.

In such case, are the ratings computed based on current FIDE ratings or based on the actual rating at the moment? For instance Magnus had 2847 but now it's probably around 2852, so for his next game against Tari, will it take 2847 or 2852?

I don't know. There is a website dedicated to keeping up with the latest changes. It says it follows the FIDE rules. It is not run by FIDE

On the 1st day of each new month fide updates the ratings. The site 2700chess.com updates each time a game is finished BUT it calculates all the ratings based on what the ratings were at the beginning of the month. 

Example: Carlsen started the event with a rating of 2847. So now his live rating is 2852.6.  All of his opponents ratings will be calculated based on his 2847 rating, not the live rating. And all of them are done that way.

Ur gonna see the rating changes from this event on August 1 on the official fide rating list.
