Levy can speak some Spanish, but he's definitely not from Spain. I can see he changed his chess.com flag to Spain recently, but I'm guessing that's part of a meme, or joke or something. I know he visited Madrid before. Maybe he's visiting again? I don't know the reason he changed his flag, but he's definitely not Spanish. Here's him speaking some Spanish though, so he knows at least a little.

It's still that for some reason. It's starting to become a bit frustrating without a reason. Anyone know why? He was born in the united states and has Russian family. He can't get the Spanish citizenship until after 10 years of continued residence; so what's the meme about?

No es pa tanto, colegón. El tío ha ido varias veces a Madrid, dice que quiere mudarse a España y ha colaborado con muchos eventos de ajedrez españoles, además de organizar varios eventos propios en España.
