Because the pool of players active in these categories differ quite a bit. Ratings are only comparable within a given pool of players.
Why is my lessons rating so different from my bullet rating?

Those are such wildly different things. My lesson rating was 2100-2200 at one point and my bullet rating is 1400, while my Standard or daily is 1850. One is just problem solving as slow as you want, often as many times a you want. Bullet is mostly intuitive chess.
