Why is there no touch move rule in chess.com

There are actually settings as to how your mouse will move pieces on the website.
The way mine are - I'm not committed to the move unless I've involved the destination square by 'letting go' of the moved piece on that square.
There's 'Drag and Drop' and there's a different system of clicking on two squares.  Or there was.  

In a way - it almost may as well be Touch Move as it is ...
once you've let go of the piece or square - the computer is going to hold you to it and hit your clock Instantly.

Reminds me of how some park and coffeehouse players operate - 
they reach for a piece but don't quite touch it.

That will often tell them whether the opponent has preparation if that piece is moved.
One of the counters to that is to pretend to react to a different part of the board than the one you intend happy.png
Or - pretend to be surprised he's reaching in that direction

There are several reasons for touch move.
If you didn't have it - players could pick up pieces all day and hover them over the position - set them down without letting go - and disrupt the opponent's view of the board among other things. 
As it is - you can insist that they put the piece back - and let go of it while they remain bound to moving that piece.
They're not allowed to obscure your view of the board.
