Why is this possible?

I was playing against cmujo, I'm white he's black.

I obviously had better chance of winning. 

This was 10 min game.

But he just check me out until I ran out of time and I had like 1.30 sec left.

I thought if you move the king to same square many times by check it will end with draw.

Don't believe I lost this game!

I'm guessing you didn't hit the draw button.

If both black and white repeat any exact position 3 times either player can claim a draw by hitting the "draw" button (if it doesnt do it automaticly i dont know why sometimes it does and sometimes you have to press the button) but in the position you show if your rook wasnt on the e-file then the black queen could check you from 4 differnt squares and you might be stuck hoping you have time to move 50 moves and then pressing the button to claim the 50 move draw rule... knowing how to pre move helps a ton in these instances

Threefold repetition needs to be claimed. You have to press the "offer draw " button. Then the game will be declared a draw.

 

it does not happen automatically.

But if I press the draw button he can just decline.

I feel like I lost by cheating or a glitch in the match program. Because when I play against the computer in Chess Titans for example and the same situation happens I get automatically draw.

Your opponent can't decline if you push the draw button after the 3 time repeat, only before.  So you have to know how many times you've repeated a move and be ready to press draw.  I very consciously use that option sometimes if it looks like I may lose otherwise.

Just because it's automatic in some other software, it doesn't mean that's correct and the rule.  Draw may be by choice.  I don't know about the 50 move w/o check rule though.

Anyway, in speed chess, losing on time is a big deal and forcing an opponent to run out of time to do anything, including time to press the draw button is obviously a reasonable strategy.  If losing on time bothers you, go for longer games.
