A nice and free viewer for both pdf and djvu:

Very fast and accurate, but without editing/converting features.
For converting to pdf, you can either print the djvu using a pdf printer driver, or use djvulibre ( http://sourceforge.net/projects/djvu/files/DjVuLibre_Windows/3.5.25%2B4.9/ )
And, for more advanced conversion (including OCR and image optimization) Finereader is a gorgeous (but expensive) program.
