Not in Iran, Saudi Arabia, Afghanistan, and many other other nations where mixed-gender public activities are forbidden by law. Not for high-level competitions in the past when women's titles were created. FIDE is a global organization that has to take conditions everywhere into consideration.

No they definitely should. My point was that in those countries women are treated like second class citizens. It's almost not worth mentioning they can't play chess with the men as it's so obvious
